FEBRUARY 14, Moscow. Head of the Republic of Sakha (Yakutia) Egor Borisov took part in a meeting of the government subcommittee on the implementation of investment projects in the Far East and the Baikal region under the leadership of the Deputy Prime Minister of Russia, Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.
Trutnev said that more than 55.6 billion rubles were allocated from the federal budget to finance the long-term plan for social and economic development of the Far Eastern regions in 2018-2020. The plan provides for the construction of 88 new social infrastructure facilities, another 23 facilities to be repaired, modernized and equipped. "The total number of events in the framework of the prepared proposals is 196," added Yuri Trutnev.
At the meeting, in the presence of the heads of the regions of the Far Eastern Federal District, the projects were considered separately for each federal entity.
In Yakutia, the centers of economic growth are defined the metropolitan agglomeration (the city of Yakutsk and the surrounding area), Southern Industrial Complex (towns of Neryungri, Aldan), Western Complex Province (cities of Lensk, Mirny), Eastern Mining Province and North Yakutia support zone in the Arctic (villages of Tiksi and Deputatsky). These growth centers occupy 16% of the total area of the republic, in these territories a total of 68% of the population live, the turnover of organizations is 88.1% of the total for the republic. In the territory of economic growth centers, including monoprofile settlements (Neryungri, Mirny, Aikhal, Udachny, Nizhny Kuranakh, Mokhsogollokh), most of the current and prospective investment projects are being implemented, and the population is expected to increase.
As reported by Egor Borisov, the draft plan for social development of the centers of economic growth of the republic, first of all, includes measures to improve the quality of life in the South Yakutia industrial region associated with the ‘South Yakutia’ Advanced Development Zone (out of 17 items of the Plan 7 are directly related to Neryungri district). In addition, the document takes into account the needs of the republic in the construction of oncology and cardiology clinics, public schools instead of emergency, workers’ training and others.
According to Egor Borisov, it is increasingly difficult to achieve financing of such programs. Therefore, in his speech, he sincerely thanked Yuri Trutnev and all his colleagues for their support and work done. "I hope that its results will be fixed at the end of today's meeting in the form of specific assignments to ministries and departments, which will allow us to start implementation sooner," the head of Yakutia said.
Yuri Trutnev also insists on prompt implementation of the decisions taken: all of them should be implemented in three years. "Until the end of 2020, all work must be completed," the plenipotentiary underlined, noting their scale and complexity for the leaders of the territories.
"Today's meeting concerned the fulfillment of the task set by President of the Russian Federation Vladimir Putin. We are talking about the construction of social facilities in the Far East, the arrangement of social infrastructure in the areas of economic growth. Of course, budgetary financing has to "punch", create and protect projects, but we with our team have successfully passed all stages of justification and agreement on many positions of the plan. In the next 2-3 weeks, we have to finalize the remaining. It will not be easy, but I'm sure we will cope," commented Egor Borisov.
Yakutia was represented at the meeting of the subcommittee also by Prime Minister Evgeny Chekin, First Deputy Chairman and Minister of Economy Mikhail Osipov.
