Administrative Code will be supplemented in support of the indigenous small-numbered peoples of the North, and the work with the federal center to expand the places with the status of traditional activities of the northerners will continue.

“In the country, places of traditional residence of indigenous small-numbered peoples of the North are defined within the boundaries of their settlements. This norm infringes on their rights to conduct traditional economic activities outside populated areas,” said Deputy Prime Minister Mikhail Gulyaev at the congress of the Council of Municipalities.

In this regard, the authorities of Yakutia are working on the inclusion of places with the status of a municipal entity in the list. In addition, based on the results of independent expertise, historical references on traditional living and traditional economic activities of the indigenous people, the list of places is proposed to be supplemented with municipalities: settlements of Tiksi and Chersky, Botuobinsky (Myrny district) and Yugulyat (Vilyuisky ulus), and fully include the Abyisky and Ust-Yansky districts.

According to the vice-premier, this year changes will be made  to the regional code on administrative violations that provide for the responsibility for violating the law on ethnological expertise (in the part of not conducting it), as well as for violating the regime of traditional land use territories and traditional economic activities of indigenous small-numbered peoples of the North.
