This year is the Year of Entrepreneurship in Yakutia. Authorities and entrepreneurs must work together to find solutions to the problem issues. «Yakutia Today» interviewed the Minister for Enterprise and Tourism Development of the Republic of Sakha (Yakutia) Ekaterina KORMILITSYNA about new mechanisms and forms of support for small and medium-sized businesses in Yakutia and on the pilot project, which has no analogues in the Russian Federation.
HOW TO HELP ENTREPRENEURS?
It was said that the main focus in the Year of Entrepreneurship will be bet on the improvement of the mechanisms of financial and material support to small and medium-sized businesses in Yakutsk and regions of the republic, including the Arctic and northern regions. Tell us more about it. And what are the changes in the patent system of taxation in 2015?
One of the main problems of the dynamic development of small and medium-sized businesses, not only in the republic but also across the country, is the lack of access to credit and inadequate fiscal mechanisms. Here is an individual example that I can bring - increase in insurance premiums, abolition of privileges on corporate property tax for payers of special tax regimes.
In order to improve financial and fiscal instruments for small and medium-sized businesses in 2015 we adopted a series of measures aimed at creating a favorable business environment. For example, at the federal and republican level a plan of priority measures to ensure the sustainable economic development and social stability, which includes measures to reduce the tax burden.
RF Government prepared and submitted a draft federal law "On Amendments to the Tax Code of the Russian Federation", which offers a set of taxpayers of simplified tax system with the object of taxation in the form of income tax rates ranging from 1 to 6%, depending on the categories of taxpayers and types of business activities; a tax rate of 0% for taxpayers of the simplified tax system - first registered individual entrepreneurs engaged in entrepreneurial activity in the sphere of consumer services, as well as a tax rate of 0% for taxpayers of the patent system of taxation - for the first time recorded individual entrepreneurs engaged in business activities in the field consumer services.
The bill passed its first reading, and after the adoption of a federal solution will be amended accordingly to the Law "On the tax policy of the Republic of Sakha (Yakutia).” Last year in December was adopted the Federal Law "On Amendments to Part Two of the Tax Code of the Russian Federation", that defines the rights of subjects of the Russian Federation to establish regional tax rate of 0% for a newly registered individual entrepreneurs, applying the simplified taxation system, or patent and employed in industrial, social and scientific fields.
In order to stimulate the development of new enterprises, as well as to create favorable conditions for starting small business, increasing the number of listed companies and the number of the employed population, the Government of Yakutia developed a draft law "On Amendments to the Law of the Republic of Sakha (Yakutia) of the tax policy of the Republic of Sakha ( Yakutia) ", which proposes the establishment of "tax holidays" in the patent system and simplified taxation for newly registered individual entrepreneurs, as well as the introduction of incentives for the property tax on the decisions taken at the meetings of the Standing Committee of the tax under the Government of the Republic of Sakha (Yakutia ). The bill is coordinated with all ministries and agencies concerned, and approved at the XVI (regular) plenary session of the State Assembly (Il Tumen) of the Sakha Republic (Yakutia).
In addition, there is a working group under the Ministry of Economy of the Republic of Sakha (Yakutia) to create a favorable tax environment, composed of representatives of the concerned ministries and departments, the Commissioner for the Protection of the rights of entrepreneurs of Sakha (Yakutia), and representatives of other structures designed to protect the interests of entrepreneurs and representatives of the business community.
For the implementation of measures to support entrepreneurship in the framework of the state program of the Republic of Sakha (Yakutia) "Development of Entrepreneurship in the Republic of Sakha (Yakutia) for 2012-2017" from the state budget of the Republic of Sakha (Yakutia) in 2015 were allocated 632.45 million rubles. 480.0 million rubles were allocated from extra budgetary resources to support business. About 152.14 million rubles will be allocated for state support of small and medium enterprises in the Republic of Sakha (Yakutia) from the federal budget in 2015.
In addition, for purposes of the availability of credit resources the plan of priority measures to ensure the sustainable economic development and social stability of the Republic of Sakha (Yakutia) stipulates additional funding programs to support entrepreneurship: providing investment loans up to 219.0 mln. rubles and subsidizing part of the cost for small and medium-sized enterprises, related to payment of interest on loans up to 151.0 mln. rubles. Financing will be stipulated after approval of the Law of the Republic of Sakha (Yakutia) "On Amendments to the Law of the Republic of Sakha (Yakutia)" On the State Budget of the Republic of Sakha (Yakutia) for 2015."
As for property support, there is a number of decisions aimed at establishing incentives to SMEs on the rents for the land. Depending on the kind of the subject, the reduction of previously existing rental rates ranged from 0.5 to 2.5%, and amounted to 1.5%. Government of the Republic of Sakha (Yakutia) decided to introduce a moratorium on the increase in the current rates of rent for the republican and municipal property and the abolition of the current in relation to its benefits.
The plan of priority measures to ensure the sustainable economic development and social stability, envisages forming the mechanism of delays in the payment of the rents for land to small and medium-sized businesses in order to increase investment activity and to increase the period of installments for the rents for the first year of the lease of land for construction.
At the municipal level, 30 districts administrations established benefits for land tax and rent for the use of land at the level of interest rates in 2013.
SUBSIDIZING OF EXPENSES AND REIMBURSEMENTS
What are the new forms of support to small and medium businesses in the capital and regions of the republic?
We know that today there is much tension around the issue of queques for child places in the pre-school educational institutions for children aged 3 to 7 years. And in order to eliminate it, we plan to participate in new activities to subsidize part of the cost for small and medium-sized enterprises, related to the creation and development of pre-school education centers, carrying out activities in preschool programs, as well as care and child care. In doing so they must meet the requirements stipulated by normative legal acts of Rospotrebnadzor and the Ministry of Emergency Situations of Russia, and other requirements of the Russian legislation required for the organization of pre-school education center.
To reduce costs for small and medium-sized enterprises operating in the northern and arctic areas, it is planned to reimburse for electricity and heat. The amount of funds from the State Budget of the Republic of Sakha (Yakutia) for the implementation of this will be 10 million rubles.
INNOVATION AND EXPERIENCE IN CITIES AND COUNTRIES

According to the results of the pilot testing of the National rating of the state of the investment climate in the regions of the Russian Federation, our republic is one of the leaders in the direction of "Support to Small and Medium Enterprises", the experience of the Republic is recommended to spread throughout the country. In the "Forum of Entrepreneurs of Yakutia-2014" the Republic of Sakha (Yakutia) and the Ministry of the Russian Federation on the development of the Far East have signed an agreement to introduce a standard for the development of small and medium entrepreneurship and competition, according to which our republic acquired the status of "pilot" region for the implementation of best practices to create a favorable business environment and further use in other regions of the Russian Federation. For Yakutia were developed model solutions for small and medium enterprise and competition with the best Russian and foreign practices. For their implementation the Action Plan for the Year of entrepreneurship is approved in the republic. The Plan provides the best experience of Tatarstan, Kaluga, Rostov, Ulyanovsk and Chelyabinsk regions, the Krasnoyarsk Territory, the People's Republic of China.
The republic pays special attention to the development and support of small and medium-sized businesses. The government of Yakutia is aimed at direct dialogue with entrepreneurs. So, this year, numerous activities are planned to support various business areas.
